Social work boss retires

BORDERS social work director Andrew Lowe has retired after struggling with health issues following a heart attack last year.

He became director in November 2004, a year after the Miss X torture scandal had left the council scarred. A massive inquiry pointed to major management weaknesses.

He admitted it was one of the most glaring examples of social work failings in Scotland, and led to a major restructuring of the department. His success was one of the reasons he was appointed president of the Association of Directors of Social Work in 2011/12.

He said this week: “I’ve had the privilege to lead a wonderful group of staff with whom I hope I have made a difference in the lives of many Borderers.”
